The Real Cost of Mobile Data in Ghana: How Taxes Affect What You Pay

When you buy a GHS 10 data bundle in Ghana, you might assume the full amount goes toward your data. The reality is very different. A significant portion of that money goes to government taxes and levies before any data reaches your phone. Understanding these hidden costs is the first step to making smarter purchasing decisions.

The biggest charge is the Communication Service Tax (CST), which currently stands at 9%. Introduced in 2008 at 6%, the CST was raised to 9% in 2019 under the Communication Service Tax (Amendment) Act. This tax is applied directly to every telecom service you use, including data bundles, voice calls, and SMS. It is a consumption tax, meaning the telecom operators pass it directly to you, the consumer.

On top of the CST, there is Value Added Tax (VAT) at 15%, the National Health Insurance Levy (NHIL) at 2.5%, and the GETFund Levy at 2.5%. When you combine all of these, the effective tax rate on telecom services in Ghana is approximately 25 to 30 percent. That means for every GHS 10 you spend on data, roughly GHS 2.50 to GHS 3.00 goes to taxes and levies.

Then there is the Electronic Transfer Levy, commonly known as the E-Levy. Introduced in May 2022 at 1.5% and later reduced to 1% in 2023, the E-Levy applies to electronic transactions including Mobile Money transfers. If you use MoMo to pay for your data bundle, you are paying this additional levy on the transaction itself. While 1% sounds small, it adds up over dozens of transactions each month.

Ghana's combined telecom tax burden is among the highest in West Africa. Industry bodies like the Ghana Chamber of Telecommunications have repeatedly called for tax reductions, arguing that high taxes limit digital inclusion and push consumers toward smaller, less economical bundles. The National Communications Authority has acknowledged these concerns, but tax policy remains driven by government revenue needs.

So what can you do about it? While you cannot avoid the taxes, you can minimize their impact. Buying larger bundles is more cost-efficient because the per-GB price drops significantly compared to daily or weekly bundles. Non-expiry bundles also help you avoid waste, ensuring you actually use everything you pay for.
